Don't really care for those tourney fellows and their 'win by any means, no matter how boring' crap they pull.
I understand there's money on the line, but gog damn, you shouldn't need to make actual rules against running around like a moron and taking the occasional potshot.

if they didnt make actual rules you should just be running around like a moron taking potshots because it's brawl and at a tournament you want to win fuck playing for fun you do what you can to take home the prize money
