Why didn't Lelouch just command everyone with, "You will obey me from now on?" Recyclable resource, as oppose to only being able to use the geass on them once. Besides, that's not much different than the time he declared himself king, so it should be doable.

Early on, he still wanted to be the "good guy" in other peoples' eyes. Later on that wasn't an option and he figured such a move would get him hated even more, so he went for it.
