To eliminate confusion:
1) saying "cool story bro" is moddable.
apparently the topic I said it in is not, even though it's clearly off-topic.
2) having a seinfeld quote ("these pretzels are making me thirsty!" in my case) in a topic title (even if it's on-topic) is moddable if I do it, but not if anyone else does it after me.
3) A long line of fad posting is not disruptive, but combo breaking it is.
