Basically, a bunch of people who felt Brawl wasn't good for tournament play decided to take matters into their own hands.
They use GeckoOS to make various changes to the game, like adding more hitstun, making fastfalls fall faster, and increasing shieldstun.

Keep in mind that no matter how obvious their changes to make it more like melee are, ever actually saying as much will set off their berserk button. >_>
