'Spoil' probably isn't the right word but water does taste funny if you leave it for too long, especially in an open bottle/cup.
The second one could be true depending on air tightness.

I heard it more as water going stale. Leave a glass of water out over night and you'll see what it means.
The second one is true, but you don't just put it in the bag. You gotta like wrap it. As Nitro said, it's how airtight it is. Completely airtight and it'll last a while.
